Public acceptance and support of energy conservation policies is vital, yet a review of Gallup Polls conducted between 1973 and 1977 indicates that American concern about energy is minimal relative to economic concerns. Interest peaked briefly during the 1973 Arab oil embargo and immediately after President Carter's 1977 energy message. Explanations for the need to have periodic reminders about energy include the contradictory messages the public receives and the skepticism that develops from the confusion. Policymakers need to plan public-information programs before instituting either voluntary or mandatory conservation policies if those policies are to be effective. 7 references.
