Abstract

The study aimed to identify who carries out the process of making foreign policy, and to reveal the impact of objective and subjective factors on foreign policy decision makers. And the process of making foreign policy refers to the image of interaction between decision- makers and makers and their internal and external environment at all official and unofficial levels. And the decision-making process carries out several operations to determine the rules for dealing with current and potential international changes and phenomena, through the systematic steps in the theories of foreign political decision-making of the state. Likewise, pressure groups, political parties, and public opinion are three social phenomena that interact with each other, and they represent a powerful weapon in their influence and influence in making and making foreign policy. The study concluded the following most important results: 1- Political decisions are the kinetic and interactive spirit through which the state regulates the course of the internal life of the state on the one hand, and regulates its relationship with foreign countries, international institutions and organizations on the other hand. 2- The need to take care of decision-making before issuing it through the systematic steps in the theories of decision-making, starting with defining the situation, defining the alternatives, and choosing the best alternative to reach the stage in which the decision has reached the stage of implementation in accordance with the provisions of internal and external laws.
