This article observes the process of distance education and the main characteristic features of it. Studying foreign languages with the help of telecommunications makes any student solve lot of problems. The authors tried to create a specially oriented technology for the formation of educational competence among university students. The technology is characterized by a number of components: the conceptual basis, the substantive and procedural parts. The technology for the formation of educational competence is theoretically justified by reasoning relating to both the specifics of the object being formed - educational competence, and the features of its functioning in the context of distance education. It is conceptualized. This technology provides for the formation of distance education forms of learning competence among students, the purpose of which is to remove difficulties that arise in the process of students' independent learning activities, accelerate (optimize) them, and increase their effectiveness. The procedural aspect of the technology involves examining the sphere of practical interactions between a teacher and students in various types of activities, organized on the basis of clear goal-setting, systematization of training. In order to justify the proposed approach the authors have studied this kind of interaction to justify its (approach) urgent need, to justify its scientific basis. A number of principles were established, according to which the process of formation of educational competence among students will be implemented. The procedural component of the technology required the study of the approaches. The authors identified principles that were substantiated from the standpoint of their suitability for the formation of educational competence.
