Abstract
President Ho Chi Minh, the founder, follower and practitioner of the Vietnamese Communist Party during His life and work as a national revolutionary leader, always advocated to and insisted on the vision to incorporate the formulation of Vietnam’s revolutionary vision, strategies and tactics into his effort to build up the Vietnamese Communist Party to become the only Party ruling and leading the national revolution. Prior to coming to the eternity, President Ho Chi Minh left us an important Testament which has truly become a visionary and directional document with profound instructions, a motto and a vital guideline to the Vietnamese Communist Party’s construction and development. His first words of the will are devoted to talking about the Party. President Ho Chi Minh clearly specifies that to build up the Party, a strong and transparent one must be closely connected with both the development and rectification of the Party. Party rectification is indispensable to the foundation and development of the Party, making it so transparent, healthy and strong that the Party can always maintain its revolutionary leadership, not bureaucratic, not deteriorated and not-far-away from the people, and that the Party can reinforce and gain people's confidence in the Party.

Từ những kết quả đạt được, từ những yếu kém, bất cập còn tồn tại trong 15 năm thực hiện Cuộc vận động này, cùng với thực tiễn phong trào “Học tập và làm theo tấm gương đạo đức Hồ Chí Minh” đang ngày càng trở nên sâu rộng và đi vào thực chất, trên tinh thần Nghị quyết Trung ương 4 khóa XI, công tác xây dựng và chỉnh đốn Đảng trong thời gian tới, theo chúng tôi, trước hết phải nhằm giáo dục, rèn luyện đạo đức, nâng cao phẩm chất và năng lực lãnh đạo cho đội ngũ cán bộ đảng viên; tạo sự chuyển biến mạnh mẽ trong đấu tranh ngăn chặn, đẩy lùi tệ nạn tham nhũng, quan liêu, lãng phí của công, sách nhiễu dân, nâng cao chất lượng đội ngũ cán bộ, đảng viên của Đảng, nhất là những Đảng viên giữ vị trí lãnh đạo, quản lý
Summary
15 năm thực hiện Cuộc vận động này, cho đến nay, như Nghị quyết Trung ương 4 khóa XI của Đảng đã khẳng định: Công tác xây dựng chỉnh đốn Đảng đã đạt được nhiều kết quả tích cực, năng lực lãnh đạo và sức chiến đấu của Đảng không ngừng được nâng cao; phương thức lãnh đạo của Đảng được giữ vững; uy tín của nhân dân đối với Đảng được củng cố; đội ngũ cán bộ lãnh đạo, quản lý các cấp đã có bước trưởng thành và tiến bộ về nhiều mặt; đa số cán bộ, đảng viên có ý thức rèn luyện, nâng cao phẩm chất chính trị, đạo đức, lối sống, có ý thức phục vụ nhân dân, được nhân dân tin tưởng.
