Abstract

The January 1987 Plenum of the CPSU Central Committee posed the question of improving the formation of elective party organs and emphasized that the democratization of this process is an important condition to increasing the life activity of the Party, to the influx of fresh blood, to the active work of party organizations, and is a guarantee that past errors will not be repeated. It proposed, in particular, that secretaries—including first secretaries—of district, area, city, regional, and territorial party committees, and of central committees of Communist Parties of unionrepublics be elected by secret ballot at plenums of the respective committees, and it also proposed giving party committee members the right to nominate any number of candidates.
