Abstract
International air transport plays a major role in the development of international political and economic relations. But no less a role he plays in the internal growth of the country as an indicator of stability , prosperity, employment , the momentum for the development of scientific and industrial potential of the country , particularly the aviation industry. That is why regulation of air transport market today has one of the most promising and leading constituent of the aviation area of Ukraine. The analysis of air transport liberalization policies within the dynamics of the implementation of the contract «open sky» displays components ensure competitive ability of Ukrainian air carriers subject to entering into a contract «Open Skies»

ЕС активно проводит политические интеграции внутренних и международных рынков авиационных перевозок. Внешняя политика ЕС в сфере авиационного транспорта направлена на реализацию целей политики соседства, а также на расширение доступа европейских авиакомпаний на рынки Китая и Японии, России и Белоруссии, а так же Украины. В Украине наблюдается недостаток системного оформления основных стратегий деятельности государственного органа регулирования. Непоследовательная государственная политика несет негативное влияние на авиацию в целом
