Abstract

Consider a radial road network such that a single ring road is the only connection between the radials. This paper shows that there is, for any fixed origin-destination distribution, a location of the ring road which minimises the impact of radial traffic flow, for almost any criterion used to assess that impact. An optimal ring road has as many relevant trip-ends inside as outside.
