Abstract

The Tartu teachers' training college arose on the basis of the Dorpat (Yuriev) teachers' training seminary, the first teachers' seminary in Russia (a fact finding confirmation in N. Korf's article "Our Teachers' Seminaries," an historical essay, in Vestnik Evropy (Herald of Europe), April, 1883, (pp. 786-802). According to archive data (Dela arkhiva ministerstva narodnogo prosveshcheniya — Archive Files of Ministry of Public Education, Box 131 No. 3759, file (1825) and 569 - 17827 (1826)), the seminary began its activity in the following manner. In article 232 of the Dorpat educational district's statutes of educational institutions, adopted in 1820, it was written: Inasmuch as elementary instruction is in itself very important as the first foundation of learning, and moreover forms a course of studies for the most numerous status, it is resolved to establish in Dorpat a special seminary for primary college teachers, for the purpose of educating good teachers, in whom there was heretofore an almost complete shortage."
