Abstract

Post-Cold War circumstances provide an opportunity to control the international arms trade. Accepting the assumption that stares will maintain their own self-defense arrangements, I address the problems of building confidence among nations to retain only defensive weapons, and, in particular, present an approach to differentiating defensive and offensive weapons.
