Abstract

Established in 1991, the Nysa Euroregion is the prototype of substate crossboundary cooperation in the former Eastern Europe. Encompassing adjoining portions of Poland, Germany, and the Czech Republic, it was created to promote the region's economic development. This study examines major initiatives undertaken within Nysa during the first 10 years of its existence. In the process it demonstrates how the larger context of Nysa (political differences and economic inequalities between Poland and Germany) affects both the ability of Polish communes in the euroregion to engage in cross-boundary projects and the nature of this cooperation (reflected in particular cross-border projects and initiatives).
