Abstract
Information and communication technologies (ICT) are transforming the practice of international relations and foreign policy. Non‐state actors are increasingly able to use these technologies to interact on an international level, with the result that diplomats are no longer the only interlocutors between the citizens of different countries. Although nation‐states will remain the leading actors in international relations, foreign service organizations around the world must respond and adapt to the new communication environment. This article describes ways that Canada's Department of Foreign Affairs and International Trade has and should integrate ICTs into its strategies, practices, and corporate culture.
