Abstract

Darling Harbour contains 50 hectares of disused railway and port facilities on reclaimed harbour foreshore land. It lies at the backdoor of the Sydney Central Business District and next to the Pyrmont Peninsula with its mixture of industry, housing, educational establishment and port activities. It has been called the ‘sink hole’ of the city. But what are the important issues in ‘big plans’? This article discusses Darling Harbour, its future and some critical questions to be answered: * Will it be successful? * Should the normal planning legislation be bypassed? * How much public participation should there be? * Is an independent authority the best vehicle for its implementation? * What is the impact of the project on the surrounding environment?
