Abstract

Twenty years ago this October a proposal was developed documenting the basis of need and an administrative plan for the establishment of a Natural Institute of Computer in Civil Engineering. The initiative and support for the development of the proposal was provided by the National Science Foundation. The proposal itself was developed through a Study Directorate appointed by the Executive Board of CEP A, a user group composed of design firms with collective experience in all discription areas within civil engineering. The proposal per se contained the results of an extensive investigation which attempted to define the relevant factors which influence, impeed and which could enhance the use of the computer in the practice of civil engineering. The development of the proposal document some manner involved virtually all of the computer oriented technical and corporate infrastructure which then existed in the early in mid 1970's. These input from these invaluable sources were coordinated and synthesized into the report by members of the CEPA Study Directorate who are identified in the edited synopsis of the proposal given herein.
