Abstract

The National Educational Technology Plan (NETP) calls for the revolutionary transformation of the American educational system. The plan correctly points to the decisions of the late 1800s that still direct educational policy today, and correctly calls the school change efforts evolutionary tinkering. The author, a pioneer in online education efforts in the United States, expected the plan to offer a blueprint for radical transformation of American education. He states his disappointment in the plan's lack of either that blueprint or recommendation of a process for that transformation. He then presents his outline of a process for the creation of a revolutionary transformational model of education.
