Abstract

Chairman. Hitherto the Monroe Doctrine has been considered in the light of its origin and in the light of its historical application, and the misconceptions and the limitations of the doctrme have been pointed out. We now come to consider the questions as to whether or not the Monroe Doctrine is to be considered as national or inter national, what countries benefit by the Monroe Doctrine, and more especially the development of the Latin American attitude toward the Monroe Doctrine, as the doctrine in its beginnings was meant to apply more especially to the Latin American countries in their relations with the United States.
