Abstract

The Twenty-seventh Congress of the CPSU identified the "growth of bureaucracy" as one of the negative factors causing signs of stagnation in the social life of the country. This is an extremely accurate and trenchant formulation. Bureaucracy was subjected to extremely sharp criticism in the principal documents of the Congress and in virtually all the presentations of the delegate. A resolute and merciless war was declared against it.
