Abstract
The USSR Constitution views the job placement system on a par with other key socioeconomic factors that form the basis of the guarantee of the right to work. Article 40, which articulates this right, states that it is ensured by the socialist economic system, steady growth of the productive forces, free vocational and professional training, improvement of skills, training in new trades or professions, and development of vocational guidance and job placement systems.
