Abstract

The author focuses on three factors that have contributed to an international interest in London's congestion charging scheme: an intangible set of meanings associated with the congestion charging policy; the varied tangible benefits of the policy; and the large number of powerful interest groups that have promoted the charging scheme to the international community.
