Abstract
Motor vehicle collisions account for over two million emergency department (ED) visits per year, disproportionately affecting teens and young adult drivers. Graduated driver licensing (GDL) programs attempt to mitigate the increased crash risk of new drivers. Increased restrictions, however, could steer new drivers towards driving unlicensed, a high-risk behavior that has been shown to adversely affect passenger safety behaviors like restraint use.
