Summary
Human resources have played a significant role in the economic development in most developed countries such as United State of America, Britain and Japan among others. Constraints to human resources development programmes as noted by Onah [3] among others include, cooperate politics within the organizations, lack of good communication and feedback between the staff and management, inadequate human resources development programme and policy, insufficient funding and the inability of management to introduce the new wave of technology. All these greatly undermined the ability of workers of many organizations to improve in their performance which in turn impact on their productivity. It is in view of this that this study is being carried out to examine human resources development programme of the Polytechnic with a view to determining whether this low productivity is attributed to human resources development policy of the institution
