Abstract
This analysis of the current rail industry situation in which inherited, structural chokepoints are interfering with the potential for greater efficiencies, especially in the case of intermodal transfers, uses as a case study the Chicago metro area’s rail network. Once the world’s rail capital, Chicago is now known as the world’s largest rail bottleneck. The Chicago Region Environmental and Transportation Efficiency (CREATE) plan is cited (www.createprogram.org, accessed November 2007). The Heartland Fast-Freight Rail System is proposed, based on seven facts and the assumption that national planning is needed and a new west-east route will alleviate congestion to a great enough extent to justify the costs. A map showing the new route is provided, along with arguments in favor of this solution. It would involve a multiple rail line system, with double-stack container capability bypassing current major railway hubs, generally running near I-70.
