Abstract

Chapters 3 and 5 focused primarily on the implications for social services authorities of the community care changes outlined in the 1989 White Paper (Department of Health, 1989a). This chapter takes a different perspective by considering its implications for the health dimension of community care. Has the clear identification of social services as the lead agency for all the main service user groups reduced tensions with health care agencies? What are the key issues, such as hospital discharge arrangements, which could continue to cause trouble? What are the main obstacles to effective working together between health and social care agencies in the late 1990s?
