Chapters 3 and 5 focused on the implications for social services authorities of the community care changes outlined in the 1989 White Paper (Department of Health, 1989a). What are the key issues, such as hospital discharge arrangements into private residential and nursing home care, which could continue to cause trouble? What are the main obstacles to effective working together between health and social care agencies in the 1990s?
