Abstract
The article attempts to substantiate at the theoretical, conceptual and empirical level the determining and guiding role of the industrial sector of the region in the formation of short- and long–term scenarios of socio-economic development of the territory within the concepts of informatization, digitalization and circularity. The importance of objective and up-to-date information and monitoring support of the process of scenario modeling of short- and medium-term indicators of socio-economic development of territories with positioning in these scenarios of the key role of industry as a driver of import substitution and growth of the regional economy is substantiated. From these methodological positions, formed as a result of the joint use of system-synergistic, resource-efficient and targeted approaches, the main target indicators and scenarios for the development of industry in the Russian Federation and the Rostov Region for 2023–2025 are calculated.. The scenarios were developed in accordance with the concept of cenological nesting of regional and federal policy documents. In the course of the research, a methodologically and practically significant conclusion was obtained that goal-setting within the framework of industrial development management at the federal and regional levels meets the needs of sustainable development of both the industrial sector itself and the economy of the Rostov region as a whole. In scenario models, goals are described by a set of indicators, the values of which are set by the corresponding program documents.
