Abstract

The complete transition to the universal compulsory secondary education of youth is an outstanding accomplishment of the Communist Party and the Soviet people and of the socialist social system. Ninety-eight percent of eight-year-school graduates today receive a [complete, ten-year] secondary education. Approximately 13 percent of eight-year-school graduates enroll in technicums and training schools.
