Abstract

In recent years planning agencies and scientific research organizations have devoted more and more attention to the rational utilization of labor resources. The reproduction of labor resources consists of a number of sequential stages — formation, distribution, redistribution, and utilization — that represent continuous motion in time and that have distinctive territorial features. Let us discuss the interrelationship between what we consider to be the major stages: the formation and utilization of labor resources.
