Abstract
The author assesses President Bushs foreign policy, suggesting that there are surprisingly few differences beneath the surface between the policies of the current administration and the Clinton presidency. He gives high marks to the Bush administration for its conduct of the war in Afghanistan, but cites several ambiguous, and hence more difficult, obstacles that confront the Bush foreign policy team. In particular, he warns that the United States appears to be losing the crucial battle for public opinion among Muslims worldwide. He also remarks on the poor job, thus far, by the president to revamp the American military to face the challenges of the new century.
