Abstract

The development of public education has always been one of the primary concerns of the Soviet state. V. I. Lenin noted that anyone who pledges himself to the building of communist society "must realize that he can create it only on the basis of modern education, and [that] if he does not acquire this education communism will remain merely a pious wish."
