Abstract

In the study 'we aim to address two important topics: Information and Communication Technologies (ICT) and E-Learning with study and analysis in the Northern Technical University (NUT) as key factors for the success of educational organizations in general and technical higher education institutions in particular. as well as the conviction of these educational institutions that the availability of information and communication technologies as a basic infrastructure developed for their capabilities and meet the needs of e-learning by overcoming the obstacles to its application as an opportunity for many applicants for certificates and training programs may be circumvented conditions of education 'the interaction between these two variables is an urgent necessity and not an option for the university administration to develop technical education. We adopted interviews 'viewing and observations 'as well as the questionnaire as tools necessary to collect the data and information needed to conduct subsequent analyzes to discuss the problem of the study and answer its questions and achieve its objectives. The study concluded with realistic results that established important conclusions that opened the door for researchers to adopt it later as pivotal pillars for presenting the appropriate proposals for the technical university 'which is expressed in its colleges 'institutes and scientific departments in particular 'as well as institutions of higher education in general.
