Abstract

AbstractThe concept of a Shared Society emerged around 2007. The paper describes the evolution of the concept from a statement of intent and a rallying call to mobilize interest, then a framework for exploring the costs of social exclusion and how to overcome them, until today it is a coherent analytical framework which can guide practice and evaluation. It considers the ways in which the Concept differs from other approaches to overcoming social divisions, and in particular the distinctive nature of the relationship between the society and the people living in it. Consideration is given to the usefulness of the Concept and how it can guide the policy process from development through implementation to monitoring and finally evaluation, to ensure progress towards a society that works for all and overcomes division and conflict.
