Abstract

This chapter analyzes the nature, development, and achievements of the so-called ‘forum process’ in the context of the steps taken by the EU institutions to speed up the creation of fully integrated and operational European gas and electricity markets, following the adoption of the 1996 Electricity Directive and the 1998 Gas Directive, and subsequent adoption of the latest package of European legislative measures (notably, the second Gas Directive, the second Electricity Directive, the Electricity Regulation, and the Gas Regulation). As third-party access (TPA) to the electricity and gas networks has become the cornerstone of the creation of an internal energy market (IEM), it is understandable that the efforts of both forums have been primarily devoted to this issue.
