Abstract

This paper tries to describe and assess the attempts of the European community, through its commission, to regulate broadcasting and telecommunications. The growing importance of the European Community (EC) in world affairs and the significance of broadcasting and telecommunications on the European communications technology industry, the objective of a single European market from 1992, have made the EC enter these policy fields trying to draw the lines for common broadcasting and telecommunications policies for its member-states. The EC's policies in both fields which is aimed to harmonise the regulations among its member states, are characterised by technology push and consumer-led approaches, and are mainly the results of compromises among contradictory national regulatory environments, practices and forces. The implementation of these policies appear to be the thorny issues for the years to come and the EC needs new guidelines to sort out these problems.
