Abstract

The European Alcohol Action Plan submitted by the World Health Organization (WHO) creates a framework for the prevention and treatment of alcohol-related harms in its European member states. The National Council of Alcohol and Drug Policy in Finland introduced the National Alcohol Plan in October 1995. The plan is based on the WHO's programme and emphasizes preventive measures, both as an overall population strategy and as a high-risk strategy. The Finnish alcohol policy used to be based more on regulations for the alcohol market in Finland. However, a new Alcohol Act introduced in 1995 amended the regulations for alcohol manufacturing, importing and exporting and retail sales. The resulting increase in alcohol availability places even greater emphasis on prevention and health education. Therefore, the National Alcohol Plan has important implications for nursing and other health care professionals.
