Abstract
In addition to the tests of each of the four hypotheses, a case study of the development and operations of one particular voluntary organization of police departments in the metropolitan area is presented. The Major Case Squad has focused its operations on the investigation of serious crimes committed in the area-crimes requiring levels of effort for their solution that are beyond the capabilities of individual police jurisdictions.
