Abstract

The aim of this research is to find out the effectiveness of the policy program for creating new rice fields in East Lombok Regency and the impact of the program for creating new rice fields on the welfare of the people in East Lombok Regency. This research is empirical legal research and uses qualitative research methods. The results of this research show that the policy of printing new rice fields in East Lombok Regency is not effective, because new rice fields that have been printed cannot be cultivated for planting food crops, this is because the location of the printed rice fields does not have an irrigation network. Increasing welfare for the people in East Lombok Regency through the policy of creating new rice fields as a food security program does not have an impact in accordance with the objectives of this policy. It is not possible to cultivate new rice fields that have been printed to grow food crops such as rice because there is no irrigation network at the location of the new rice fields, which is the main problem so that the new rice fields are not optimal.
