Abstract

The Twenty-sixth Congress of the CPSU devoted a great deal of attention to the question of improving the utilization of labor resources. And this is entirely natural: starting in 1981, the supply of manpower to the national economy has become difficult since the adverse demographic situation that developed primarily in the war years owing to the disruption of the normal age and sex structure of the population began to make its impact felt. Youth born of mothers who were themselves born in the war years are now coming of working age. At the same time, large numbers of men and women are reaching retirement age.
