Abstract

The aim of the study was to determine the place and function of the environmental component in the socio-economic development of territories. Arising from the objectives of the study objectives necessitated: • assess the impact of degradation processes on the environment; • synthesis of the problems that characterize the state of the territorial ecological-economic systems; • developing the author's interpretation of ecological and economic security; • build approaches to managing environmental safety. Research methods As the main methods of research are: systematic and comparative analysis, classification. In order to represent information data in convenient for visual perception, used the method of visualization. The results of the study In the framework of the present work were obtained the following results: • estimation of the influence of degradation processes on the ecological state of the territories; • summarized problems that characterize the condition characteristic areas of ecological-economic systems; • developed the author's interpretation of ecological and economic security; • approaches to the management of environmental security relevant to Russia. Conclusion Complex environmental problems reflect the social reality of the XXI century. Many of them pose a serious threat to the existence of human civilization. Analysis of ecological status of the territories has helped to identify common problems: low efficiency of environmental legislation; unreliability of information on the environment; low technical, scientific and personnel potential management of individual elements of the environment; lack of investment activity in the sphere of environmental protection. They all require further elaboration. Scientific novelty Scientific novelty have: • formulation of problems describing the condition of ecological-economic systems of regions. This complex is represented by the problems of mining, global climate change, water protection, transportation emissions, ozone layer protection, protection of soil and biological resources, development of nature conservation areas; • conclusion about the limiting effects of environmental factors in relation to economic development of the territory; • author's formulation of ecological and economic security, which consists in its understanding as a combination of staying in the dynamic equilibrium state of the natural environment that is not disrupted by impact of economic processes; • topical for Russia approaches to managing environmental safety.
