Abstract

The paper examines the Russian strategies and doctrines to see if they contain fundamental provisions that can stimulate the national business in general and business activities of individuals. The subject of the study is the errors of legislators caused by the fact that the multiplicity of strategies developed has converted the strategic approach to tactical approaches and led to the loss of the main goal fixed in Art. 7 of the Russian Constitution — building “a social State whose policy is aimed at creating conditions for a worthy life and a free development of man”. The purposes of the study were to assess the consequences of common and individual errors made by the legislators, reveal important provisions of the strategies lost during legal and economic transformations and find ways to solve problems encountered. It it concluded that the country’s development strategies should be revised and updated based on the constitutional provisions and with account for the interests of an ordinary person in order to enhance the business activity of all citizens and the national business as a whole.
