Abstract

This reflection article describes the different waves of citizen participation that occurred in the constituent process of 1991. It begins with the student movement of 1989, continues with the great national debate that took place in the working groups and the preparatory commissions, and ends with the National Constituent Assembly, the most pluralistic and multicultural in national history. It concludes that the Political Constitution of 1991 emerged from an unprecedented constituent process, which changed the way of making constitutions in Colombia.
