Abstract

Can services have an independent role capable of leading the whole of the economy? Do they have the capacity to raise the growth rate and generate employment? Services can be understood only if it is admitted that they me first of all a movement, an act in relation to other elements of the economic system. Therefore, what is or stake at this time is not the increasing development of service activities, but the appearance of new relations between industrial enterprises and service enterprises leading towards new prospects. In addition, if services are potentially heading towards relative employment growth, they now require a strong modification concerning the quality of jobs stressing the importance of training.
