Abstract

The automatic power control (APC) system is a real-time control system regarded as the expansion and upgrade system of the automatic generation control (AGC) system. APC controls all controllable resources whether they are generators or not, and follows the same regulation disciplines in AGC (such as control performance strategy standards, CPS). Thus, system gains more regulation capacity and cost less than built generators, leading a safer and more economical system operation mode. This paper introduces the framework of APC system, as well as its data flow. The control model modeling method and control strategy design method considering the regulation characteristics of various resources are explained in detail in this article. Especially, the strategies to control energy-store resources and their control models are described. The APC system is applied to control a province-class simulation power system. At last power system fault cases are simulated, and the results show the performances of APC system.
