Abstract

On September 9, 2009, President Barack Obama spoke before a joint session of Congress on the imminent need for health care reform. In his speech, he addressed the contested social issue of abortion in two ways: by reaffirming the ongoing exclusion of abortion from federal health care financing and supporting health care providers' right to opt out of providing health care they find objectionable. “I want to clear up—under our plan, no federal dollars will be used to fund abortions, and federal conscience laws will remain in place” (Obama, 2009).
