Abstract

Even though the end of the Cold War has seen the demise of ideological and military confrontation between the former USSR and the West, conflict and instability are still prevalent in many parts of the world. Russia now seeks to play an active part as a member of the international community in dealing with these issues. Army General Grachev here sets out Russia's new military policy in the light of these changes, highlighting the search for strategic stability, the role of the armed forces for Russia and the CIS, and the fundamental need for political, rather than military, solutions to be the overriding goal of international policy.
