Abstract

In order to carry out China's emission reduction commitment, local governments must undertake a certain carbon emission reduction (CER) tasks and make a plan to realize them. However, the quality of CER tasks and its acceptability will have contradiction inevitably, which could lead to the commitment cannot be finished successful. In this paper, a decision-making framework with multi-executors is established for CER plan on the basis of the interactive group decision-making theory. It will not only ensure the quality of the plan, but also ensure the mutual exchange of information between CER executors and plan-makers, which could increase the acceptability and operability of the plan. In the end, a case study is presented to demonstrate that the decision framework can deal with such a complicated problem and lead to an ideal result effectively.
