Coconut Creek (Florida), ISSN 0749-0208.In this work, an estimation model of real estate development cost for small-medium cities in coastal provinces is proposed. The paper analyzes the problems in the cost management of development project positioning, planning and design, completion settlement. Taking the establishment process of target cost of a real estate enterprise B as an example, this paper investigates the weak links in the implementation process of target cost management. Through the systematic analysis of the basic theory and outstanding problems of the target cost management, this paper provides a reference for the target cost management of the real estate development project.
