Abstract

Higher education has been one of the major concerns of the world. The construction of a world-class university in China has been one of the goals of the Chinese Communist Party. This paper focuses on a series of successive efforts and milestones made by the Chinese Communist Party government to build high-level universities from the founding of New China to the present. This study finds that the development of high-level universities is closely related to the construction and development of the state. Since the founding of New China, the Chinese Communist Party has begun to emphasize the construction of high-level universities. In order to cultivate the successors of socialism, high-level universities also began to reform and progress. By the time of reform and opening up, high-level universities began to focus on the modernization of education. Under the policy of strengthening the country with science and technology, “Project 211” and “Project 985” emerged one after another. They became very important projects to build China's world-class universities. Recently, the construction of double first-class universities has become the main goal of high-level university construction. The development of high-level universities is inseparable from the core values of the nation and the social context of China. However, at the same time, the development of high-level universities also needs to be integrated with the international context, and to exchange and learn from various nations around the world.
