Abstract
The relevance of the subject of this study is conditioned by the need of a system analysis of the activities of the Kharkiv State Academy of Culture (KhSAC) in 2017–2018 academic year as a manifestation of the publicity and openness of this institution of higher education.Research methodology. The authors use system-oriented, comparative approaches and a problem analytical analysis to demonstrate the innovative objectives of personnel policy, educational and research activities of the Kharkiv State Academy of Culture in the 2017–2018 academic year.Results. The paper is concerned with the areas of priority in the personnel policy of the Kharkiv State Academy of Culture in 2017–2018 academic year. Particular attention is paid to the analysis of staffing of the educational and scientific process. The study shows that the index of academic qualification of the KhSAC faculty is almost 70%, which is significantly higher than the average indicators of the institutions of higher education in Ukraine in the sphere of culturology and arts as well as information and library science. The paper demonstrates the staff potential of the administrative structures of the Academy, at the rector, dean’s, and departments levels. The authors consider the KhSAC’s academic activities of strategic importance. Integration of education and research, the increase in the number of educational as well as educational and research programs increase the quality of educational services at the Academy. In 2018 students were admitted to the first (bachelor’s) educational level in 14 majors and 25 specializations; to the second (master’s) educational level in 12 majors; to the third (post-graduate) educational-scientific level in 4 scientific majors.The paper demonstrates the KhSAC’s infrastructure and the research activities of the scientific and pedagogical staff of the Academy. The main elements of the research infrastructure are as follows: postgraduate course; doctoral course; specialized academic boards; academic journals; annual international and all-Ukrainian scientific conferences held at the KhSAC, research schools, etc. The paper also deals with the system of assessment of the effective research of the scientific and pedagogical staff, as well as the system of prevention and detection of academic plagiarism.Novelty. The paper is the first attempt to examine the implementation of the areas of priority of personnel policy, educational and research activities of the Kharkiv State Academy of Culture, which is considered to be a unique, innovative type of the institution of higher education in Ukraine in the sphere of culturology and art as well as in information and library science.Practical significance. The main results of this study can be used by the institutions of higher education in the sphere of culture and arts of Ukraine for further improving the personnel policy, educational and research activities.Key words: higher education in the sphere of culturology and arts, higher LIS education, personnel policy, educational activities, research activities, Kharkiv State Academy of Culture.
