The Chinese Communist Party Central Committee and the State Council. Circular Concerning Conscientiously Seeing to the Basic-Livelihood Guarantees and Reemployment of Workers and Staff Laid off from State-Owned Enterprises (June 9, 1998)

Abstract

To party committees and people's governments of all provinces, autonomous regions, and municipalities directly under the central government, party committees of all major military regions, all ministries and commissions under the Central Committee and state organs, all general headquarters under the Military Commission, party committees of all the armed services, and all people's organizations: Over the past few years, layoffs of worker and staff from state-owned enterprises have become an increasingly salient problem, and have aroused widespread concern in society as a whole. The Chinese Communist Party Central Committee and the State Council have consistently attached great importance to, and shown great concern for, the livelihood and reemployment of laid-off workers and staff, and have explicitly requested that party committees and governments at all levels take active measures to guarantee the basic livelihood of laid-off workers and vigorously implement the Reemployment Project. As a result of common efforts made by party committees and governments at all levels and various quarters in society, definitive results have been achieved in the work of guaranteeing the basic livelihood and reemployment of laid-off workers and staff. However, we must also soberly recognize that the situation is still grim and that the task of guaranteeing the basic livelihood and reemployment of enterprises' laid-off workers is still a most arduous one. Currently, and in the period to come, we must ensure that the targets for state-owned enterprise reform set forth by the party's Fifteenth National Congress is fulfilled and that the strategic readjustment of the deployment of the state-owned economy is achieved. Further, we must adopt strong measures and conscientiously see to the basic-livelihood guarantees and reemployment of workers and staff laid off from state-owned enterprises. Toward this end, we issue the following circular.
