Abstract

This paper examines the role of private foundation support for health and human services for the elderly. Findings from a telephone survey of 265 foundations on the impact of public policy changes since 1981 on foundations and nonprofit organiza tions indicate that while foundations are "filling in" for government funding cut- backs, their grants are not innovative.
