Abstract

We have seen in previous chapters that much has changed within departments. In this chapter, we examine the impact of these changes on the relationship between ministers and civil servants. As we saw in Chapter 2, the Whitehall culture is crucial in constructing the roles and values of officials. As such, we would expect changes in culture to produce changes in the power relationships between ministers and officials.
